NMRLS News:

Value of NMRLS Services to Members:
By Greg Pronevitz

Over the past year we have tracked most of the services used by member libraries. After a careful review and numerous communications with vendors we have established an estimate of how much these services would cost were a library to purchase them. The total value of services for all members exceeded $6,000,000.

We discovered a problem in the calculations used to calculate the value of NMRLS services published in December. The problem was limited to the category "Discounts on Library Supplies and Materials & Supplementary Services." Please view the corrected table with the correct figures. We apologize for any problems caused by this error.

We will be sending an individual report to public, academic, and high school libraries outlining the actual values in these institutions.

Electronic Reference Services
By Greg Pronevitz

We have renewed the NMRLS license for the Dialog@CARL Basic Collection. The renewal runs from December 1, 2001 through November 30, 2002. This collection includes the Boston Globe online version back to 1980 and over 250 other titles (see list). This service is available in your library or remotely by holders of authenticated library cards. Many other services are available to remote users by clicking on "electronic resources" at Reference On Call.

The statewide procurement for electronic database resources is progressing. We thank those of you who participated in the Virtual Vendor Venue and submitted online evaluations to the Massachusetts Board of Library Commissioners (MBLC). The six regions and the MBLC share the cost for this procurement.

The current service provider, Gale Group, was among the bidders. Recently, a"Bidders' Bowl" was sponsored by the MBLC to allow bidders to make presentations about services and technology related to user statistics and authentication. The invited bidders were: EBSCO, Gale Group, H.W. Wilson, Proquest, Grolier, Britannica.com, NewsBank, SIRS, and bigchalk.com. We expect a decision on service providers to be forthcoming in early 2002 for licenses to begin on or about July 1, 2002.

Legislative Update
By Greg Pronevitz

The Massachusetts budget for the current year is still not finalized. We are awaiting word on our final budget figures for FY2002 (the current year). We will inform you as soon as we have the actual amounts and let you know if there will be any effect on services. Please join our discussion list to keep up with the latest news. Information is available for library trustees and friends via a separate email list.

MassCat Update:

MassCat lets out a roar with a total of 86 members statewide, 606,416 total holdings, over 51,000 holdings in the Northeast Region, and the successful start of Interlibrary Loan in mid-October. There are presently 10 members in the Northeast Region with more on the way after the New Year (see list below).

Three enrollment periods for new members have been established with the process beginning in January, May, or October each year. Training for new members will take place in February, June, or November. Potential new members should note that the May enrollment period requires contact with NMRLS and MassCat staff through the summer. Consequently, it is usually not a recommended time for schools who are out of session.

If you are interested in more information on MassCat, please visit our informative Web site, or contact Scott Kehoe by email or 888-326-7772.

Massachusetts Book Awards Ceremony:

Winners of the first Massachusetts Book Awards were announced in a ceremony at the Boston Public Library on November 2, 2001.

Focus On ... the Discussion List

This mailing list has been set up to provide a communications forum for members of the Northeast Massachusetts Regional Library System. Library staff from all Massachusetts libraries (including non-members) are encouraged to exchange ideas, post questions or vacancies, announce surplus items for sale, or use the mailing lists for other library-related purposes.

Number of subscribers: 361. This number keeps going up - we'd like to see more people subscribe as it is the best way to get the word out about NMRLS updates. We do post both the Newsletter and Continuing Education Calendars first on the Web, sometimes well before the print copy comes out! If you want to know what's hot, subscribe!

Average number of postings per month (2001 figures): 41. This number is down from an average of 54 postings in 2000. What's different? We now post job listings on our Newsletter site and there is a separate YA discussion list! Also, the discussion list was not moderated and some interesting mail found its way into the discussion.

Most popular topics: Continuing Education and Database updates. These topics, naturally, generate from the NMRLS office. Again, we encourage people to post their questions and needs to their colleagues.

To subscribe.

Best way to find a "lost" NMRLS list message: Visit the "Information About The NMRLS List"website. All messages that have been posted to the NMRLS list are archived and can be retrieved by date of posting, author, and subject.

MBLC News

New Commissioner Appointed:

Em Claire Knowles, Assistant Dean, Graduate School of Library and Information Science at Simmons College has been appointed to the Board of Library Commissioners. She will fill the vacancy left by Robert D. Hall Jr.

Grant Round Announced:

The Massachusetts Board of Library Commissioners (MBLC) is pleased to announce the FY2003 Library Services and Technology Act (LSTA) grant round. In Massachusetts, the focus of the federal program continues to be programs that encourage cooperation among libraries and other service agencies at the local level and to support projects that meet the needs of the diverse libraries and library users in the state.

The MBLC awards LSTA grant monies through an open competitive grant process. Any awards made for this round will be announced in July and projects will begin no earlier than October 1, 2002 and end on September 30, 2003 (for one year projects) or September 30, 2004 (for two year projects). For more information, please visit the MLIN Web site.

Please note: This federal program is not forward funded and this grant round is being held on the assumption that an appropriation for FY2003 will be made to enable us to fund any grants awarded in this grant round.

A Note On Eligibility: To be eligible, an applicant must be a member of a regional library system and have a long-range plan on file at the MBLC that meets the requirements of the Massachusetts Long-Range Plan, 1998-2002. Although your library or group does have a plan on file (approval may be pending for recently submitted plans), an update of that plan for FY2003 may not yet have been submitted. If this is the case, one must be on file by December 13, 2001 to remain eligible for this grant round. In addition, for public libraries, the municipality must have been certified in the FY 2001 State Aid Program.

A Note on Letters of Intent: To start the grant process, applicants for mini- and targeted grant programs must file an original and four copies of a Letter of Intent (white form enclosed) with the MBLC on or before 4:00pm on December 13, 2001. Letters of Intent will be reviewed by staff for eligibility and applicants will be invited to attend a workshop the last weeks of January and first weeks of February, if appropriate for the program. Attendance at a workshop is not mandatory, but we strongly recommend you plan to attend.

Open: If you are planning on applying to the Open program you must include a summary of your proposed project with the Letter of Intent. We recommend you speak with a consultant about your program idea as soon as possible.

Remember … There is a check off on the Letter of Intent form for each grant program being offered. Regardless of which grant program you will be applying for, you must complete a Letter of Intent form and submit it in time to reach the MBLC offices by the 4:00pm December 13, 2001 deadline. Complete a separate form for each project for which you intend to apply. We strongly urge you to contact the various MBLC Program Specialists listed on the individual Fact Sheets if you have questions or need more information in selecting a program before submitting a Letter of Intent. They will be eager to assist you. General questions about LSTA, this grant round, or your library's eligibility may be directed to my attention. Thanks again for your cooperation and we are looking forward to your participation in this grant program!

Reference On Call

By Esmé Green

November has been exciting for Reference On Call, as several of our publicity efforts will be implemented this month. The Val-Pak ads have been mailed to Georgetown, Middleton, Billerica, Saugus and Beverly. If you live in any of these towns, take a look in your next Val-Pak coupon envelope for Reference On Call. Also, the Lucius Beebe Library in Wakefield has designed a Reference On Call flyer to be inserted into the utility bills in their towns. The towns of Danvers and Ipswich will also be sending out flyers in their utility bills this month. We will keep the members informed of the results of these efforts in the coming months.

Examples of press releases and other promotional tools are available on our website , such as magnets, bookmarks and business cards. Please visit the website for details.

Thanks to all the great service provided by all the Reference On Call librarians, keep up the great work! This month librarian Kathy Miksis helped a caller from Andover settle a bet with her husband. They were watching television and heard a song in a car commercial. They wanted to know the name of the song and the performer. It turned out to be You Get What You Give by the New Radicals. Mrs. Miksis played a bit of the song on her computer into the phone to the very pleased patron, who confirmed that it was indeed the song they were looking for!

Reference on Call is provided by NMRLS through state funding administered by the MBLC in co-operation with your local public library.

What’s New with Staff and Libraries in the Region?

A World of Information in North Reading Through Remote User Access:
The Flint Memorial Library of North Reading and the North Reading High School Library sponsored a joint presentation on remote user access to databases the evening of November 8 at the high school library. The event was open to parents of high school students and other interested adults in the community. The presentation's goal was to introduce adults to the world of information available from their home computers and to acquaint parents of high school students with the databases their children use at the high school. Helena Minton, Director of the Flint Memorial Library, and Vicki Yablonsky, Director of the High School Library, demonstrated the databases provided by NMRLS, MVLC, the BPL, and MBLC, and explained how to access these databases remotely. Following the presentation, participants had the opportunity for hands-on practice.

Parlin Memorial Library in Everett Offers Wireless Internet Access:
The Parlin Memorial Library recently inaugurated wireless Internet access for the public. As the number of people bringing in their laptops increases, it makes sense to use wireless technology to provide access. Pressure on Internet reservations should be at least temporarily relieved and laptop users will appreciate the direct access.
Other uses the Library plans to make of its new Cisco Aironet system are to add online public catalogs in areas of its building that lack cabling and to set up a temporary training lab in its often booked meeting room.
An instruction sheet has been prepared to assist laptop users connect with the system, including a step by step guide to changing IP Address settings to "automatically." For those who do not have a wireless adapter, the Library will loan a Cisco Bridge to use with a network card.
NOBLE has been involved with the implementation to ensure that appropriate security is in place to protect the library's network. Several measures have been put in place, and security will continue to be monitored and improved as necessary.
The daughter of a staff member tested wireless access. Lisa's new laptop picked up the signal without any problem. The Library has begun to use the system and will soon have experience with it. Please feel free to direct questions to Library Director Deborah Abraham, 617-394-2303.

Amesbury Gains Mayor, Lawrence Loses Librarian:
David Hildt won the Mayoral election in Amesbury on November 6. His last day in Lawrence is December 28; he assumes office in January.

New Children's Librarian in Marblehead:
Bonnie Strong, Director of Abbot Public Library in Marblehead, is pleased to announce that Karen Conway has joined the staff of Abbot Library as Children's Librarian. Many people know Karen's friendly smiles and comfortable manner from meetings in the area, as Karen comes to Abbot Library from the Wenham Library and the soon-to-be Hamilton-Wenham Library. She was Children's Librarian in Wenham for four years and prior to that worked for over fifteen years in the Children's Department at Salem. The staff at Abbot Library is thrilled to have such a positive, experienced Children's Librarian join their staff!

New Assistant Director in Newburyport:
Director Dottie LaFrance is pleased to announce that Nancy Alcorn, former Head of the Circulation Department and who recently received her MLS from URI, has been promoted to the position of Newburyport's Assistant Director.

New Adult Services Librarian in Peabody:
The Peabody Institute Library in Peabody is pleased to announce that Gerri Guyote will join the staff as Adult Services Librarian on November 26. Gerri comes to the Library from Curry College.

New Staff at Salem State:
Frank Bridges III was recently appointed Library Associate for Instructional Services at Salem State College. Frank received his M.S.L.S. from the Graduate Scholl of Library and Information Science at Simmons and a B.A. in Classics from the University of New Hampshire.
Douglas Warnock has assumed the Library Technical Support position. Doug has an Associate in Science, Electronics Technology from Foothill College in Los Altos, California and an Associate in Aeronautics from Daniel Webster College, Nashua, New Hampshire. Doug has worked part-time in the SSC Library for the past four years.
